Consultant in Impact Assessment
In existence since 2009, ENL Foundation (ENLF) d has been implementing diverse grassroot projects for inclusion, poverty alleviation and community development in specific regions, namely in Alma, Cité Telfair, Cité Ste Catherine, Pailles and L’Escalier.
ENLF is looking for a Consultant to carry out an Impact Assessment of its activities for the last fifteen years and assess the overall socio-economic impact of the grassroot interventions on individuals, families and communities who have benefitted from these interventions .
Main Responsibilities:
- Assess independently the effectiveness, impact, and sustainability of the grassroot actions of ENL Foundation
- Provide proper recommendations, advice and guidance that will enable ENL Foundation to review and engage in improving future services and actions.
- Use a mixed-methods approach in data collection, processing and reporting.
- Provide a written report and a presentation at the end of the process.
Methodology:
- Review of available documents such as activity plans, projects programming and reports, monitoring and evaluation (M&E) documents.
- Consultations with ENLF key stakeholders engaged in the actions, including direct and indirect beneficiaries.
Qualifications:
- Holder of relevant academic background in economics, social science, public policy, or related disciplines
- Strong quantitative and qualitative analytical skills to assess complex data and information.
- Proficiency in conducting literature reviews, synthesizing information from diverse sources, and identifying relevant research findings.
- At least 3 years of proven expertise in similar missions, and recent local experience in conducting grassroot impact assessments.
Personal and Technical Skills:
- Excellent IT skills (Daily use of MS Office?)
- Good communication and interpersonal skills
- Ability to work and interact effectively with different stakeholder including members of vulnerable groups.
- Capacity to work under pressure and within deadlines.
